Suggest you check out Jack Zigon's work on performance appraisals, and specifically the critical work in establishing standards before assessment can be approached. Jack is an ISPI member who has done a huge amount of work in this area, and has establised publications, models and resources for people trying to measure, influence and evaluate performance in a wide range of industries.
