In SA, Internet is still a promise for training: web training sounds great, but consists of many dissapointing dowloads,delays and phone line crashes.
In Argentina, a monopolistic company creates a huge problem for performing at a reasonable speed.
But if you call Intranet a 70 % of LAN and a 30 % of transmissions inside a company, and use HTML instead of more complex software, it could function.
Although loosing a powerful multimedia tool cuts some ways, good design centered in performance still gets performance improvement done.
But may be there are other experiences to be shared here...
